New Central Utility Plant

Ross Infrastructure (RI) provided mechanical and electrical engineering design services for the Central Utility Plant to provide secure energy to the new National Interagency Biodefense Campus (NIBC) at Fort Detrick. The new, energy efficient facility delivers highly reliable steam, chilled water and conditioned stand-by emergency power to the NIBC.

The plant supports some of the highest level bio-safety containment laboratories in the world – the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), the National Institutes of Health's National Institute of Allergy and Infectious Diseases Integrated Research Facility (NIAID IRF), the Department of Homeland Security's National Biodefense Analysis and Countermeasures Center (NBACC), and Fort Detrick's Steam Sterilization Plant.

Ross Infrastructure performed engineering design and commissioning services for 25,000 tons of chilled water, 200,000 PPH of steam, 10 MW of plant stand-by power, and 25 MW of UPS on-site power (no power disruptions / flywheels). Additionally, RI has planned for 4 miles of looped distribution piping and the future prospect of cogeneration. RI accommodated the aggressive schedule of the project: 18 months from planning to start-up.

The project was complete in April 2008.
